The UK's IEC committee for writing IEC61508 and IEC61511 are working on the next issue of the master standard IEC61508. In the UK the HSE has issued competency management guidelines mandating the management of competency for all people working at any stage in the lifecycle of a high integrity safety system.  This paper presents view of how IEC61508 is likely to develop and gives indications of developments in various parts of Europe - UK, Germany, Netherlands, etc in terms of competency, certification and reliability database.
